About this opportunity
The Mississippi Forestry Commission is requesting bids for tree planting services across six coastal counties and 17 eligible municipalities under the RESTORE grant program, IFB 1451-27-R-IFBD-00001, with sealed bids due October 1, 2026 at 10:00 a.m. via electronic submission through MAGIC, email, or physical delivery.
Contractors must demonstrate a minimum of three years of tree-planting experience, employ an International Society of Arboriculture–certified arborist on staff, maintain workers' compensation insurance and comprehensive general liability coverage with minimum limits of $1,000,000 per occurrence, and obtain all required state certifications. Work covers Pearl River, Stone, George, Hancock, Harrison, and Jackson counties.
The scope includes site inspections, supply and planting of container-grown trees (7-gallon or 15-gallon sizes), drainage assessment, debris cleanup, watering plans delivered to each municipality, and one-year warranty guarantees from acceptance. Contractors must achieve a tree mortality rate of less than 10 percent and submit detailed documentation including Project Planting Reports, maps, and GPS coordinates for each municipality. All work must be completed by April 1, 2028.
Compensation is fixed-price per-tree rates for both container sizes, subject to a maximum annual price adjustment of 3.4 percent based on the Consumer Price Index for all Urban Consumers (CPI-U). The contract term is one year with up to four optional renewals upon mutual agreement. Workload will be issued through task orders on an as-needed basis, bundled geographically. Payment is made within 30 days of Mississippi Forestry Commission invoice approval. The Mississippi Forestry Commission reserves the right to award contracts to multiple vendors and to reject any bids or cancel the procurement at its sole discretion.
Questions are due September 18, 2026 at 9:45 a.m., with responses anticipated September 24, 2026. Notice of Intent to Award is anticipated October 7, 2026, with PPRB approval expected December 2, 2026, and contract start January 1, 2027. All work is funded through the RESTORE grant program.
