About this opportunity
The Mississippi Department of Marine Resources is requesting sealed bids for the Ocean Springs Harbor Project, a comprehensive harbor improvement development in Ocean Springs, Mississippi, under IFB #3160008290, with bids due November 17, 2026 at 2:00 p.m. A pre-bid meeting is scheduled for October 28, 2026 at 10:00 a.m. at 1709 Harbor Road, Ocean Springs, with attendance strongly encouraged but not mandatory.
The scope includes demolition and construction of a 165-foot by 5-foot bulkhead with Vanguard HD series vinyl sheets, installation of finger piers with fiberglass reinforced plastic decking, concrete pads, a landside boardwalk, electrical infrastructure (four dock power pedestals and LED lighting), plumbing systems (hose bibs and water connectors), 169 linear feet of decorative aluminum fencing with gates, and parking area preparation with asphalt paving and striping. Optional alternates encompass a parking area addition and dredging work. The contractor must complete all work by June 30, 2027, and begin work within 14 calendar days of Notice to Proceed, which is anticipated in November 2026 (noted as December in one section).
Compensation is lump-sum with monthly payment applications permitted. Contract award will be made to the lowest responsible and responsive bidder meeting minimum standards, evaluated on prior experience (up to 30 points), commercial working knowledge and staff qualifications (up to 40 points), and capacity for performance (up to 30 points), with a minimum score of 70 points required.
Bidders must hold a Mississippi Certificate of Responsibility and a Certificate of Good Standing from the Mississippi Secretary of State. No performance or bid bonds are required. Contractors must maintain comprehensive general liability insurance ($1 million per occurrence/$2 million aggregate), workers' compensation insurance with statutory limits, and auto liability insurance ($1 million combined single limit), naming MDMR as an additional insured. All vendors must register in Mississippi's MAGIC system prior to contract execution. Funding is contingent upon legislative appropriation and availability; MDMR reserves the right to reject any or all bids, terminate the project, or award alternates as funding allows.
