About this opportunity
The Mississippi Department of Marine Resources (MDMR) is seeking sealed bids through a Request for Quote Formal (RFQF) Reverse Auction to furnish and deliver one fully outfitted work barge for oyster restoration and aquaculture operations in coastal Mississippi waters. The barge must be approximately 30 feet wide by 50 feet long and include a 20' x 30' shaded work area with rigid, hard structure materials; one oyster tumbler capable of processing 30-50 dozen oysters per minute; one marine-appropriate high-pressure washer with all necessary hoses and fittings; 10' x 6' worktables constructed of corrosion-resistant materials; lockable tool and equipment storage; an onboard generator with sufficient power capacity for all installed equipment; and professionally installed electrical systems compliant with applicable safety codes. All equipment must be new, fully installed, operational, and ready for immediate use upon delivery with valid title transferred to MDMR at a designated location within coastal Mississippi. Bidders must have prior experience furnishing outfitted barges and must submit at least one reference project of comparable scope with a customer contact including name, phone number, and email address. The initial RFQF submission deadline is March 10, 2026 at 2:00 PM CST, with a tentative reverse auction start date of March 18, 2026 between 2:00 PM and 3:00 PM CST; questions and clarification requests must be submitted by February 24, 2026 at 10:00 AM CST, with answers posted by February 25, 2026 at 4:00 PM CST. The contract will be awarded to the responsive, responsible bidder providing the specified barge at the lowest price, not to exceed $300,000.00.
No specific set-aside designations or restrictions limiting organizational types are noted in the solicitation documents. Bidders must be registered in Mississippi's MAGIC e-procurement system and may submit bids electronically or by sealed paper envelope at the MDMR Procurement Department in Biloxi, Mississippi; qualified bidders will be notified of the reverse auction start date and time via email and may participate electronically or in person by surrogate bidding. Required insurance includes workers' compensation, general liability with a minimum aggregate of $1,000,000, personal injury/bodily injury and property damage coverage of $500,000 per occurrence, and fire damage coverage of $50,000 per fire, with no bonds required. The contract term is one year from the contract execution date, subject to extension at MDMR's discretion based on fund availability. The contract is funded in whole or in part by the Gulf of Mexico Energy Security Act and is subject to comprehensive federal compliance requirements including nondiscrimination and environmental protection provisions. Payment will be made within 45 days of receiving an approved invoice upon satisfactory completion and delivery of the functional barge, with the contractor responsible for all labor, materials, assembly, and installation necessary to meet specifications.
