About this opportunity

The Oregon Parks and Recreation Department (OPRD) is pursuing a special procurement to replace its Central Reservation System (Contract No. 5124) with an Integrated Recreation Hub Management System covering OPRD's management of 258 park areas across Oregon, with a Notice of Intent posted June 18, 2026 and a seven-calendar-day protest period closing June 25, 2026.

This is a special procurement under Oregon Revised Statutes, not a traditional competitive sealed proposal. OPRD justified the special procurement vehicle on grounds that innovative hospitality-industry platforms still in development or modernization cannot be adequately evaluated through standard competitive processes. The State Chief Procurement Officer approved the procurement on June 11, 2026.

The system must enable seamless, single-interface purchasing of reservations for campgrounds, day-use facilities, and events. OPRD's parks generated approximately 875,000 nights rented and 51.2 million day-use visitors annually. Evaluation criteria include platform overview, content management approach, vendor collaboration capability, development roadmap, pricing models, current platform development state, and accessibility and human-centered design compliance.

The contract term runs from June 1, 2026 through December 31, 2046, with an estimated total cost of $7.5 million for system implementation and amendments. Pricing is flexible, potentially structured as per-reservation fees (estimated at $4.25 to $5.00 per reservation) or tiered service charges. Five-year cost examples range from $9.5 million to $11.25 million based on 450,000 annual reservations. OPRD anticipates contract-term flexibility with potential extension options in three-, five-, or ten-year increments. The incumbent vendor operates under Contract No. 5124, which has reached its original fifteen-year limit; OPRD will negotiate a limited interim extension amendment not to exceed December 31, 2029.

The procurement follows a two-phase approach: Phase 1 includes public notice, Q&A sessions, and Notices of Interest; Phase 2 includes preliminary or detailed vendor discussions and negotiations, culminating in Intent-to-Award and protest resolution.
