About this opportunity
The Oregon Parks and Recreation Department (OPRD) is conducting a Special Procurement (#13856) under Oregon Revised Statutes 279B.085(5) and 279B.400 to acquire the Heritage Hub, a specialized web-based cultural resource management system for the State Historic Preservation Office (SHPO). This procurement seeks a subscription-based solution that will modernize SHPO operations by replacing fragmented tools and manual processes with an integrated platform. The Heritage Hub must deliver a production-ready Initial Release encompassing submission/intake capability, internal workflow management, records and document management, role-based access controls, and reporting capabilities, along with implementation, training, go-live support, and ongoing maintenance. The solution must include robust confidentiality controls for restricted archaeological information, integrated GIS capabilities, secure data migration capabilities, and scalable optional modules covering the Oregon Archaeological Excavation Program, Oregon Qualified Archaeologist Program, and OARRA permissions process enhancements. Vendors will be evaluated based on platform maturity, implementation approach, security controls, GIS functionality, data migration strategy, support models, development roadmaps, and pricing through a two-phase process: Phase 1 involves vendor submission of Notices of Interest (NOI) addressing these evaluation criteria following a seven-calendar-day protest period, and Phase 2 involves OPRD conducting discussions, negotiations, and demonstrations with qualified vendors to select the best-value solution. The procurement timeline includes a May 12, 2026 deadline for protests, with contract execution anticipated by December 31, 2026, and an overall contract term extending from May 30, 2026, through December 31, 2036.
No set-aside designations or restrictions limiting organizational eligibility are specified in the procurement materials. The solicitation does not identify any incumbent vendors, current contractors, or existing technology infrastructure requiring integration beyond the general reference to the need for data migration capabilities and GIS integration. The total estimated contract value is $1.5 million over the ten-year period, structured as a combination of one-time implementation and configuration fees for the Initial Release and recurring annual subscription, licensing, and support fees. Prior to contract execution, OPRD will obtain endorsement from Enterprise Information Services and legal sufficiency approval from the Oregon Department of Justice. Joshua Herron, Procurement and Contract Specialist 3, serves as the agency's single point of contact for questions regarding this special procurement, and interested parties must submit written protests regarding the procurement approval to the Oregon Department of Administrative Services at egs.pscustomercare@das.oregon.gov or by mail to 1225 Ferry Street SE, Salem, OR 97301.
