About this opportunity

The Mississippi State Department of Health (MSDH) is requesting proposals for establishment, development, operation, and maintenance of a statewide Health Information Exchange/Health Data Utility (HIE/HDU) under RFP 1301-27-R-RFPR-00002, with proposals due November 3, 2026 at 3:00 p.m. CST. The contractor must establish a local Mississippi business presence within 60 calendar days of contract execution and possess a minimum of five years' experience providing statewide HIE/HDU services and at least three years' experience in rural healthcare environments in Mississippi or equivalent states.

The scope encompasses deployment and management of HIE infrastructure serving traditional HIE functions during initial phase while establishing foundation for state-directed HDU. The contractor will aggregate, enhance, and distribute health data to eligible participants including providers, payers, public health agencies, community service providers, and patients, with core services focused on care coordination across Mississippi's healthcare systems, including trauma response, shared clinical information access, and centralized imaging services.

The contract runs from execution date through December 31, 2032, with anticipated start date of January 4, 2027. The State reserves the right to renew at its sole discretion. The RFP is supported by CMS funding totaling $205,990,180.16 — 99.96% funded by CMS/HHS ($205,907,220.16) and 0.04% from non-government sources ($82,960) — structured across five CMS-defined budget periods spanning Federal Fiscal Years 2026 through 2030. Obligated funds during each budget period are assumed available for expenditure through the end of the subsequent federal fiscal year. MSDH will not prepay subscription, license, hosting, or operations fees.

Vendors must submit pricing using the provided Cost Proposal template with fully loaded hourly rates for all personnel roles. A $7,500 proposal bond is required with submission. No pre-proposal conference, site visit, or tour will be held.
