About this opportunity
The Mississippi State Department of Health is requesting bids for comprehensive elevator maintenance services for nine elevators across its Central Campus in Jackson under IFB RFX 3160008350, with bids due November 20, 2026 at 2:00 p.m. CST. A Mississippi Elevator Contractor License is a mandatory qualification that filters eligibility.
The scope covers nine elevators across five buildings: two passenger elevators in Osborne Building (4 floors each), two passenger elevators in Parking Garage (6 floors each), two passenger elevators in Underwood Building (1 floor each), and three elevators (two passenger, one service) in Thompson Laboratory (4–5 floors). Deliverables include monthly preventative maintenance per ASME A17.1 standards, annual safety inspections with full load testing coordinated with the State Elevator Inspector, 24/7 emergency response with 2-hour on-site callback, and comprehensive written reporting. Minor repairs up to $250 per incident (labor and parts) are included in the base contract; repairs exceeding $250 require prior written approval from MSDH Facilities Management.
Bidders must demonstrate five years of prior similar business experience, current registration with the Mississippi Secretary of State, financial stability, and comprehensive general liability insurance with minimum limits of $1 million per occurrence naming MSDH as additional insured. Contract performance runs from January 6, 2027 through June 30, 2032, with potential renewal at MSDH's discretion for one-year periods at the same prices, terms, and conditions, not to exceed a cumulative term of five years total. Bidders must submit unit prices for three line items: monthly maintenance, annual safety inspections and full load testing, and on-call services for all nine elevators on an ongoing basis.
Award will be to the lowest responsible and responsive bidder. Contract validity requires approval by the Public Procurement Review Board and/or the Office of Personal Service Contract Review. Questions are due October 27, 2026, with anticipated answers posted October 30. Bid opening is anticipated November 23, 2026, and Notice of Intent to Award on November 25.
