About this opportunity
The City of Wichita, through its Finance Department/Purchasing Division and Public Works & Utilities Department Fleet Division, is issuing a Request for Bid (RFB) for the procurement of new, unused, current production 13,000+ GVWR Cab and Chassis trucks with various bed configurations. The solicitation comprises four separate groups: Group 1 consisting of one 13,200 GVWR truck with an 11-foot stake bed featuring a Winkel Model P-11 specification with military-type 7-ton trailer hitch; Group 2 for one 13,025 GVWR Four Wheel Drive Extended Cab with a 9-foot utility bed; and Group 3 for a 13,025 GVWR Four Wheel Drive Extended Cab with utility bed. Acceptable manufacturers include Ford F350, Ram 3500, Chevrolet C3500, and GMC K3500 HD models, provided they meet or exceed specified industry and SAE standards. All vehicles must feature current-generation gasoline engines (minimum 6.0L to 6.6L), heavy-duty automatic transmissions, four-wheel disc brakes with ABS, power steering, heavy-duty suspensions, and comprehensive equipment packages including electronic features, lighting systems, video cameras, towing packages, and specialized compartments. Delivery must be F.O.B. to the City's Fleet Maintenance Division at 1801 S. McLean Boulevard, Wichita, Kansas, with odometer readings not exceeding 50 to 100 miles upon delivery. Bidders must demonstrate current licensure from the City of Wichita or the State of Kansas, possess comparable experience, understand industry standards, and maintain capacity to provide parts, service, and repair capabilities through either local service facilities or factory-trained technicians available within 24 hours. Written questions must be submitted by 3:00 p.m. on March 19, 2026, with responses posted as addenda the week of March 23, 2026. Bids are due electronically through the City's Procurement Portal (wichita.bonfirehub.com) by 10:00 a.m. on March 27, 2026, with public bid opening and City Council approval tentatively scheduled for April 7, 2026. Contract award will be determined based on the lowest and best total net bid per group with selected options.
No specific set-aside designations for disadvantaged enterprises, minority-owned businesses, or other protected classes are mentioned in the solicitation documents. Bidders must be currently licensed entities and are required to provide proof of warranty service capability, including three-year/36,000-mile bumper-to-bumper warranties with no deductible and five-year/100,000-mile powertrain warranties. The successful bidder must furnish complete documentation including operation manuals, service and maintenance manuals, electrical diagrams, emissions diagnostic manuals, diagnostic software, and four copies of vehicle keys and key fobs. Pricing must be submitted as a delivered price with no additional charges permitted for City credit card usage, and federal excise tax shall not be imposed as these vehicles are for exclusive City use. All bid prices must be free of duties and federal, state, and local taxes unless otherwise imposed by governmental entities. All bids are binding for 60 days following bid opening. No specific budget ranges or award values are disclosed in the available solicitation documents, though the City of Wichita anticipates acquiring multiple vehicles across the four groups as part of this fleet modernization initiative.
