About this opportunity
The City of Chicago Department of Procurement Services, on behalf of the Chicago Police Department, is issuing a competitive sealed bid solicitation for the purchase of ammunition and simunition supplies organized into six groups (A through F). The procurement encompasses centerfire handgun ammunition, rifle ammunition, shotgun ammunition, rimfire ammunition, simunition products, and miscellaneous forensics ammunition and accessories to support the Forensics Lab, Training Academy, and Office of Public Safety Administration. Bidders may submit responses for one or more groups but must bid all line items within each group selected. Bidders must be authorized dealers or distributors capable of providing genuine parts, warranties, and manufacturer-related services. The pre-bid conference is scheduled for April 30, 2026 at 2:30 PM Central Time at City Hall, Room 806, with a deadline for bidder inquiries on May 7, 2026 at 2:30 PM Central Time. Bids are due June 1, 2026 at 11:00 AM Central Time and must be submitted electronically through the City's iSupplier system. The contract term is 60 months from the Mayor's signature date, with delivery required within 120 days of order receipt or within six months of signed orders, whichever is earlier, to the CPD Forensics Lab at 3340 W. Fillmore, Chicago, IL 60609.
The solicitation includes no stated mandatory set-asides for Minority Business Enterprise (MBE), Women Business Enterprise (WBE), or Veteran-owned Business Enterprise (VBE) participation; however, these organizations are encouraged to participate through available optional bid incentives. All bidders are required to file an Economic Disclosure Statement (EDS) online prior to bid opening, obtain required insurance certificates, and provide proof of authorization as a dealer or distributor. Bid pricing must incorporate all peripheral costs including delivery, insurance, taxes, warranty, and overhead. Groups A through E allow a maximum 3% annual price increase after the initial 12-month period upon submission of detailed justification within 30 days of the contract anniversary, while Group F maintains a fixed discount percentage for the contract duration. The contract is funded by City of Chicago funds under budget number 026-0100-057-4361-0340-220340-0000, though no specific award value or budget range is stated in the solicitation documents.
