About this opportunity
The Commonwealth Technical Institute (CTI), located in Carbon County, Pennsylvania, is requesting proposals for accreditation services under IFB 6100066681, with proposals due September 23, 2026 and questions due September 18, 2026 at 4:00 p.m. ET. The solicitation requires that the awardee be an accredited firm qualified to evaluate and accredit CTI under the standards of the Accrediting Commission of Career Schools and Colleges (ACCSC) — the central eligibility filter.
The scope encompasses accreditation workshops, annual reports based on enrollment and placement rates, sustaining rates, accreditation renewals for institutions with four to nine programs, program evaluations (announced and unannounced), change evaluations for substantive program modifications, and applications for new degree programs. The vendor is responsible for assessing CTI's compliance with ACCSC standards and may assess penalty fees if CTI fails to submit required documentation timely, with escalating consequences ranging from initial reports and requests for additional information to warnings, probation, and late fees.
The contract term is five years from the start date of a fully executed purchase order. Pricing is structured on a reimbursement basis for actual services rendered and accepted by CTI, with an inclusive rate covering all labor, materials, and travel. The vendor bills CTI when services are deemed appropriate. The Statement of Work references a comprehensive list of estimated annual and five-year cycle fees, which may fluctuate depending on documentation depth and complexity of assessments.
CTI assumes responsibility for timely preparation of Agency Purchase Requests and processing of invoices. Invoices must be itemized and include the purchase order number, invoice number, vendor SAP and EIN number, remittance address, service period, and supplemental documentation. The contract monitor is Jim Thomas, Vocational Rehabilitation Education Director, at 814-254-0471 or thojam@pa.gov. All questions must be submitted in writing to RA-li-OIT-BAS-Procur@pa.gov; responses will be posted as addenda to the solicitation on eMarketplace.
