About this file

This is a Worker Protection and Investment Certification Form (BOP 2201) issued by the Commonwealth of Pennsylvania in conjunction with a contract opportunity for accreditation services at the Commonwealth Technical Institute (CTI). The form establishes compliance requirements that contractors and grantees must meet to do business with Pennsylvania. CTI is seeking services from an accredited firm qualified to evaluate and accredit the institution under the standards of the Accrediting Commission of Career Schools and Colleges (ACCSC). The deadline for submitting questions regarding this solicitation is September 18, 2026, at 4:00 p.m. ET. All questions must be submitted in writing to RA-li-OIT-BAS-Procur@pa.gov and will be posted as addenda to the solicitation on eMarketplace; telephone inquiries and direct emails to the Issuing Officer will not receive responses.

The certification form requires that all contractors and grantees comply with Pennsylvania's Unemployment Compensation Law, Workers' Compensation Law, and applicable state labor and workforce safety laws, including provisions related to workplace misclassification, child labor, minimum wage, prevailing wage, equal pay, wage payment and collection, and apprenticeship requirements. A duly authorized official must sign and date the certification, acknowledging that false certification is subject to penalties under Pennsylvania law, including contract termination and three-year ineligibility to bid on Commonwealth contracts. Contractors must immediately report any changes in compliance status to the Purchasing Agency.
