About this opportunity

The California Department of Transportation (Caltrans) District 12 is requesting sealed bids for multi-asset pavement rehabilitation and off-ramp widening on State Route 5 in Orange County, with bids due November 10, 2026 at 2:00 p.m. and public bid opening via webcast immediately following submission. This is a federal-aid project (IM-0052(062)) with an estimated cost of $34 million.

Contractors must hold either a Class A license or a combination of Class C licenses (C-12, C-8) constituting a majority of the work. The work encompasses pavement rehabilitation (approximately 15,400 square yards of asphalt concrete cold planing and 9,220 cubic yards of individual slab replacement), off-ramp widening at Artesia Boulevard, stormwater management, landscape and irrigation, drainage facilities, sign structure installation and removal, and concrete pavement repairs across 87 distinct bid line items. The project extends from the Route 5/55 separation in Tustin to the Los Angeles County line in Buena Park.

Contractors must complete all work excluding plant establishment within 350 working days and plant establishment within 180 working days. Prevailing wages are mandatory; contractors must pay the higher rate where federal and state determinations differ. The federal training program requires 16 trainees or apprentices on this contract. Contractors must perform at least 30 percent of the total bid value using their own forces. Bidders must submit security equal to at least 10 percent of their bid amount.

Special provisions address Buy America/Build America requirements for manufactured products, environmental product declarations for hot mix asphalt and concrete, DVBE quotes and Non-Small Business Subcontractor preferences, electronic payroll submission via LCPtracker Pro, in-use off-road diesel vehicle compliance certificates, and treated wood waste management protocols. Project specifications reference Caltrans 2025 Standard Specifications and Standard Plans, approved May 22, 2026.
