About this file
This is a Notice to Bidders and Special Provisions document issued by the California Department of Transportation (Caltrans) District 12 for a multi-asset pavement rehabilitation and off-ramp widening project on State Route 5 in Orange County. The project encompasses construction work from the Route 5/55 separation in Tustin to the Los Angeles County line in Buena Park, identified as Contract No. 12-0S5004 and Federal-Aid Project IM-0052(062). The work includes pavement rehabilitation, off-ramp widening at Artesia Boulevard, temporary traffic control, stormwater management, landscape and irrigation work, drainage facilities, sign structure installation and removal, and concrete pavement repairs. The bid item list contains 87 distinct line items with quantities ranging from single units to thousands of units, including approximately 15,400 square yards of asphalt concrete cold planing, 9,220 cubic yards of individual slab replacement, 58,600 pounds of sign structure materials, and various temporary traffic control and environmental protection measures. Electronic sealed bids are due by 2:00 p.m. on Tuesday, November 10, 2026, with public bid opening via webcast immediately following the submission deadline. The contractor must complete all work, excluding plant establishment, within 350 working days, with plant establishment work to be completed within 180 working days. Contractors must hold either a Class A license or a combination of Class C licenses (C-12, C-8) constituting a majority of the work.
The estimated project cost is $34,000,000, with bidders required to submit security equal to at least 10 percent of their bid amount. Prevailing wages are mandatory on this contract, with wage rates established by the California Director of Industrial Relations and the United States Secretary of Labor, with contractors required to pay the higher applicable rate when federal and state determinations differ. This is a federal-aid project requiring 16 trainees or apprentices as part of the federal training program. The contractor must perform at least 30 percent of the total bid value using its own forces. The project specifications reference 2025 Standard Specifications and Standard Plans, with project plans approved on May 22, 2026. The bid book is dated September 21, 2026. Special provisions address Buy America/Build America requirements for manufactured products, environmental product declarations for hot mix asphalt and concrete, contractors' registration requirements, DVBE quotes and Non-Small Business Subcontractor preferences, electronic payroll submission via LCPtracker Pro, in-use off-road diesel vehicle compliance certificates, and treated wood waste management protocols. The Department advises bidders that potential claim records must be submitted using the Department's Internet potential claim system.
