About this opportunity
The North Carolina Department of Insurance has issued Request for Proposals #12-001257 seeking a vendor to administer the NC Disaster Mediation Program, a non-adversarial claims dispute resolution mechanism triggered by state or federal disaster declarations. The procurement aims to identify a vendor capable of managing comprehensive program administration services, including creating program materials, recruiting and training mediators, managing conflict procedures, scheduling mediations, processing files, collecting fees, and providing regular reporting. Evaluation criteria will prioritize vendor project organization, technical approach, references, experience, financial stability, and cost proposal, with vendor registration required in North Carolina's Electronic Vendor Portal (eVP) system. The RFP was posted on December 23, 2024, with proposals due by January 21, 2025 at 2:00 PM ET, and the anticipated contract term is three years from execution. Successful vendors must demonstrate capability to facilitate effective, fair, and timely handling of insurance claims disputes following property damage caused by disasters.
The solicitation does not specify explicit set-aside designations or restrictions on responding organizations. No state funds will be used for the program, with all costs paid on a per-case basis by insurance companies whose insureds utilize the mediation services. The vendor's compensation structure includes an administrator's fee for administrative services and a mediator's fee for professional services per case, with specific provisions for cancellation fees. While no incumbent vendor is mentioned, the program requires a vendor with robust administrative capabilities and expertise in dispute resolution. Cancellation fees are structured to protect mediators, with full fees applying for cancellations within 5 days of the scheduled mediation and potential cancellation charges up to $200 for earlier cancellations. The contract will be an Agency Specific Contract, suggesting a focused, specialized engagement with the North Carolina Department of Insurance.
