About this opportunity
The California Department of Conservation, California Geological Survey, through the California Strong Motion Instrumentation Program (CSMIP), is issuing a Request for Proposal for contractor services to interpret and analyze strong-motion data on lifeline structure response. The procurement seeks to engage a contractor to analyze seismic response data from over 125 CSMIP-instrumented lifeline structures, including 82 highway bridges, 26 dams, 10 port structures, and 6 tunnels. Contractors must accomplish at least one of three primary objectives: validate or improve seismic analysis procedures, improve seismic design code provisions and practices, or increase utilization of strong-motion data in post-earthquake response. Required proposal components include a problem statement, vision statement identifying available data, overview of research tasks with analysis techniques, detailed research plan with work schedule and milestones, and a final report and dissemination plan. Minimum qualifications require at least three years of experience in analysis and application of strong-motion data, knowledge of earthquake ground motions and structural response, and familiarity with seismic design code provisions. Technical evaluation criteria include the merit and probability of success of the proposed approach, effectiveness of strong-motion data utilization, competence of the principal investigator and project team, and recent research performance and publication record, with cost evaluated comparatively at a maximum of 45 points weighted at 31 percent of total available points. Written questions must be submitted by June 1, 2026 at 5:00 PM, with responses posted by June 8, 2026 at 3:00 PM, and proposals are due by June 29, 2026 at 1:00 PM Pacific Time, with the Notice of Intent to Award expected on August 17, 2026 and a proposed award date of August 26, 2026. The contract performance period extends from November 1, 2026 through December 31, 2028.
A small business preference of 5 percent applies to certified small businesses, and disabled veteran business enterprise incentives ranging from 0 to 5 percent apply based on participation levels. All contractors must provide evidence of commercial general liability insurance ($1,000,000 per occurrence/$2,000,000 aggregate), workers compensation with statutory limits, automobile liability ($1,000,000 combined single limit), and professional liability/errors and omissions insurance ($1,000,000 per occurrence/$2,000,000 aggregate). The maximum contract award is $100,000, with payment made upon receipt of acceptable invoices submitted monthly, with a 15 percent retainage pending final completion and acceptance. All proposals must comply with Contractor Certification Clauses (04/2017) and include required attachments including bid sheets, certifications, references, resumes, and insurance documentation.
