About this opportunity
The California Department of Transportation (Caltrans) District 10 is requesting bids on the construction of maintenance facilities adjacent to State Highway 88 at the Caples Lake Maintenance Station in Alpine County near Kirkwood, with bids due August 27, 2026 at 2:00 p.m. through Bid Express.
A Small Business Enterprise (SBE) participation goal of 5 percent applies; no Disabled Veteran Business Enterprise (DVBE) contract goal is established, though DVBE participation is encouraged. Contractors must hold either a Class A license, a Class B license, or a combination of Class C licenses constituting the majority of the work. Prevailing wages under California law are required, with rates determined by the Director of the Department of Industrial Relations.
The scope encompasses building construction and associated site work including clearing and grubbing, earthwork, retaining walls, drainage facilities, asphalt paving, landscaping, erosion control, and traffic control measures across 51 line items with estimated quantities. The project is located in a freeze-thaw area; coordinated lane closures and traffic handling are required with adjacent HVAC and boiler-repair contracts at the same location.
The estimated project cost is $32 million over a contract duration of 685 working days. Bidders must submit on a unit price basis with bidder's security equal to at least 10 percent of the total bid. Project plans were approved June 22, 2026, and are based on the 2025 Standard Specifications and Standard Plans. Special provisions address safety representatives with specific certifications, environmental compliance including lead and asbestos management, water pollution control, temporary traffic control, and dispute resolution board services.
An optional job site visit will be conducted on the second Tuesday following advertisement between 9:00 a.m. and 1:00 p.m. at 20 Schneider Cow Camp Road, Kirkwood, California 95646, with advance registration required through Powell Yang at powell.yang@dot.ca.gov. Bidders must provide their own transportation and safety equipment. Public bid opening and reading will follow immediately via webcast or teleconference.
