About this opportunity
California Department of Transportation (Caltrans) is requesting bids for bridge work, erosion control, and lighting system improvements at Roberts Island Road and the San Joaquin River (Garwoods) Bridge on State Route 4 in San Joaquin County, with bids due November 5, 2026 by 2:00 p.m. via Bid Express. The project carries a 3% Disabled Veteran Business Enterprise (DVBE) contract goal and a 5% Small Business Enterprise (SBE) participation goal requirement.
The scope encompasses 49 bid items including structural concrete repairs, polyester concrete overlay placement and removal, steel reinforcement, bridge railing modifications, temporary traffic control systems, drainage improvements, erosion control measures (fiber rolls and compost), and complete lighting system installation. The work is subject to prevailing wage requirements as determined by the California Director of Industrial Relations. The contractor must possess either a Class A license or a C-8 Class C license and complete all work within 70 working days. Environmental and biological resource protections are extensive: pre-construction surveys for nesting birds, raptors, Swainson's hawks, western pond turtles, bats, giant garter snakes, and rare plants conducted by a Department biologist; mandatory biological resource training for all workers; in-water work restrictions limited to August 1 through September 30; and invasive species control measures including pressure washing and equipment decontamination. Traffic control includes lane closure restrictions for designated holidays, temporary barrier systems, and contingency plans for overlay placement, steel erection, superstructure jacking, bridge demolition, and striping.
The estimated project cost is $2.01 million. Bidder's security is required at a minimum of 10% of the bid amount. Bids must be submitted on a unit price basis. Electronic sealed bids will be opened and publicly read through webcast or teleconference immediately following the deadline. The project is subject to water quality certification, 401 Water Quality Certification, permits from the US Army Corps of Engineers, Lake and Streambed Alteration Agreement, and Reclamation District 404 compliance.
