About this opportunity

The California Department of Transportation (Caltrans) District 10 is soliciting bids for curb ramp, continuously reinforced concrete pavement (CRCP), jointed plain concrete pavement (JPCP), hot mix asphalt (HMA), electrical, erosion control, and planting work on State Routes 140 and 165 near Stevinson in Merced County under Contract 10-1H0204, with bids opening November 17, 2026 at 2:00 p.m. via Bid Express. This is a federal-aid project (ST-X047(016)) subject to prevailing wage requirements and Buy America provisions.

The contractor must hold either a Class A license or a combination of Class C licenses (C-12, C-8, C-10) constituting a majority of the work. Scope spans Route 140 from 0.3 miles east of Rosa Road to 0.2 miles west of Nelander Road and Route 165 from 0.5 miles north of 6th Avenue to 0.3 miles south of 4th Avenue. The project includes 119 bid items covering mobilization, traffic control, pavement work, drainage infrastructure, signage, and electrical systems. Completion of work excluding plant establishment is required within 260 working days, with plant establishment within 250 working days, for a total project duration of 510 working days.

The estimated contract cost is $8.3 million. Prevailing wage rates are determined by the California Director of Industrial Relations and supplemented by federal minimum wage rates from the U.S. Secretary of Labor, whichever is higher. Bidders must submit security equal to at least 10 percent of their bid. Environmental product declarations are required for hot mix asphalt and concrete materials from plants providing specified minimum quantities. Buy America applies to iron, steel, manufactured products, and construction materials, with a De Minimis Costs waiver available for non-compliant materials not exceeding the lesser of $1 million or 5 percent of total applicable project costs. The project involves seven trainees or apprentices under the federal training program. Lane closure restrictions apply during designated holidays and special days. A coincident contract (10-0Y1304) in the Gustine and Merced areas requires coordination of lane closures and traffic handling.
