About this opportunity

The Maine Military Authority is requesting quotations for a one-year contract to re-cover military HMMWV seats, with quotations due December 1, 2009. Work involves removing existing seat coverings, making minor repairs to seat cushion foundations as needed, and re-covering seats with 8-Duck, 18 ounce canvas fabric in olive drab color. Each seat has approximately 2.2 square yards of fabric-covered surface area and consists of separate bottom and back cushions in standard military high-back bucket design.

MMA projects approximately 60 seats will require re-covering within the first seven weeks after contract award, with an initial delivery of 10 seats within days of award, followed by subsequent deliveries of 1 to 10 seats weekly. The contractor must complete all required work within one week of taking delivery of seats. All projected work is contingent upon MMA's production needs, and occasional re-covering orders may occur throughout the contract period.

Delivery and logistics terms depend on contractor location. MMA will deliver and pick up seats if the contractor is located within 25 road miles of the MMA facility in Limestone, Maine. Contractors located beyond this distance are responsible for all point-to-point pickup and delivery, including third-party freight and handling services. All transportation charges, including freight and express delivery, shall be prepaid and at the contractor's expense unless otherwise specified.

Bidders must submit separate unit prices for each item. The State reserves the right to increase or decrease quantities by 10%. Awards will be made to the lowest responsible bidder offering the best value, considering quality, conformity with specifications, delivery dates, and ultimate cost. In cases of tie bids, preference will be given to in-state bidders or those offering commodities produced or manufactured in Maine. The State Purchasing Director reserves the right to extend the contract period beyond one year with the contractor's consent and may cancel the contract with thirty days' written notice.
