About this opportunity

The State of Maine Division of Purchases is soliciting bids for a one-year contract to supply soft top enclosures for HUMVEEs, with bids due July 18, 2008. The contract calls for four distinct product configurations across multiple delivery periods from September 2008 through August 2009: 333 units of 2-man crew compartment enclosures (NSN 2540-01-434-8600), 444 units of 2-man cargo area enclosures (NSN 2540-01-434-8602), 1,027 units of 4-man crew compartment enclosures (NSN 2540-01-434-8598), and 977 units of 4-man cargo area enclosures (NSN 2540-01-434-8599), all in camouflage configuration.

All enclosures must comply with detailed military specifications covering heavy-duty fabric construction, dimensional tolerances, material standards, seam strength, fabric tear resistance, weather resistance, UV durability, waterproofing, and attachment mechanisms. Bidders unable to provide all items or quantities are permitted to submit partial bids with proposed delivery dates. The State reserves the right to accept alternate commodities of equivalent quality and performance, provided bidders furnish complete identification and descriptive literature for substitutes.

Bids must be submitted electronically to the Division of Purchases at the State Office Building in Augusta. Separate unit prices are required for each item delivered to destination. All transportation charges shall be prepaid by the contractor unless otherwise specified. The State is exempt from Federal and Maine Sales and Use Taxes, and bidders should quote accordingly. In cases of tied bids, awards shall be given to in-state bidders or those offering commodities produced or manufactured in Maine.

Awards will be made to the lowest responsible bidder considering best value to the State, with evaluation factors including quality, conformance to specifications, delivery date, and ultimate cost. The State Purchasing Director reserves the right to extend the contract beyond its initial one-year term with contractor consent and may cancel with thirty days' written notice if terms are not met. Winning bidders must provide product samples to verify conformance with federal specifications.
