About this opportunity

The State of Maine Department of Education is requesting bids for Type C school buses (66, 72, 77, and 78+ passenger models) under a statewide contract with a one-year term from February 1, 2010 through January 31, 2011, with bids due January 21, 2010. The procurement carries a tied-bid preference for in-state bidders or those offering commodities produced or manufactured in Maine.

All vehicles must meet or exceed Federal Motor Vehicle Safety Standards, State of Maine School Bus Standards (Department of Education Chapter 81), Maine School Bus Inspection standards, Federal 2007 EPA Emission Standards for NOx and non-methane hydrocarbons, and California emissions standards for heavy-duty diesel engines. Buses must comply with National School Transportation Specifications and Procedures 2005. Engine specifications require minimum 190 HP for 72-passenger or smaller buses and 205 HP for 77+ passenger buses; transmission must be Allison PTS 2500 automatic. Wheelbase and suspension configurations vary by model. Safety equipment includes fire extinguishers, first aid kits, emergency exits, backup alarms, and advanced lighting systems. Wheelchair lifts, where applicable, must be ADA compliant with manufacturer-recommended reinforcements to body panels, roof, and flooring. All buses must use lead-free wheel weights and liquid tire balancer treatments. The specification document itemizes pricing options for optional equipment including alternative engine options, suspension types, heating systems, lighting packages, and seating configurations.

Bidders must submit unit prices for each item, delivered to destination and including all applicable discounts. The State is exempt from Federal and Maine sales taxes. Awards will be made to the lowest responsible bidder considering best value, with evaluation factors including quality, conformity with specifications, delivery date, and ultimate cost. Bidders may propose alternate commodities with complete identification and descriptive literature. Cash discounts of less than 20 days will not be considered in award determination.
