About this opportunity
The State of Maine Division of Purchases is requesting bids on a one-year Master Agreement for hydraulic hose and stems to supply all state agencies, with the Maine Department of Transportation as the primary user, and bids due February 1, 2012. No local-vendor set-aside or preference is stated.
The scope comprises 127 line items of stem-hose assemblies in multiple connection configurations (JIC, MP, FJIC, FBSP, FP, FS-LOK, MBSP, ORM), bulk hydraulic hose in sizes from 1/4 inch to 1 inch, reusable stem components, and nylon hose coverings. Bidders must submit current product catalogs in electronic format (preferred) or physical copies — approximately 11 copies required for distribution to using agencies. Delivery is required to approximately 100 MaineDOT facilities statewide, ranging from York to Madawaska, with all transportation prepaid on an F.O.B. Destination basis. The state currently specifies Parker Manufacturing products; alternative manufacturers may be considered but require prior evaluation. If awarded with an alternate product, the vendor must replace all crimping machines statewide at no additional cost.
The estimated contract value is $45,000 over one year, with no guaranteed minimum order quantities and pricing firm for the entire contract term. Pricing must be submitted as separate unit prices for each line item with associated delivery timeframes. The state reserves the right to award on a per-item basis or as a group, whichever serves its best interest. Vendors must maintain full-time field service personnel, supply fresh stock only, accept the State Procurement Card with no surcharges, and allow credit for obsolete inventory purchased during the contract period. The Division will consider a bidder's willingness to extend pricing to Maine political subdivisions and school districts as an award factor. The Division may extend the contract beyond one year with contractor consent or cancel with thirty days' written notice.
Electronic submission is required, closing at 2:00 p.m. local time on February 1, 2012. Awards will be made to the lowest responsible bidder offering the best value, with tie-breaker provisions favoring in-state bidders or those offering Maine-manufactured products.
