About this file
This Bid Terms and Conditions document issued by the State of Maine's Division of Purchases solicits bids for a one-year Master Agreement to supply hydraulic hose and stems to all state agencies, with the Maine Department of Transportation (MDOT) identified as the primary user. The contract will cover day-to-day requirements for hydraulic hose products and similar items, with delivery required to approximately 100 MDOT facilities spanning from York to Madawaska. Bidders must submit current catalogs in electronic format (preferred) or physical copies, with approximately 11 catalogs required for distribution to using state agencies. The contract period is one year from the award date, with no guaranteed minimum order quantities. The state currently uses Parker Manufacturing products; alternative manufacturers may be considered but require prior evaluation, and if awarded, the vendor must replace all crimping machines statewide at no additional cost.
Pricing must be firm for the entire contract duration and include all transportation charges on an F.O.B. Destination basis to state agency locations. The estimated contract value is $45,000 over the one-year term, though the actual amount may be more or less based on actual state orders. Bidders must accept the State of Maine Procurement Card as a form of payment with no surcharges allowed, and pricing must be consistent regardless of payment method. Vendors are required to maintain full-time field service personnel, supply fresh stock only, and allow credit for any obsolete inventory purchased during the contract period. Orders of $5,000 or less are emailed directly to vendors as PDF files, while larger orders workflow through the Division of Purchases for approval before distribution. The state will consider a bidder's willingness to extend contract pricing to political subdivisions and school districts in Maine as a factor in award decisions. The Division of Purchases reserves the right to extend the contract beyond one year with contractor consent or cancel with thirty days' written notice.
