About this opportunity

The State of Maine's Division of Purchases is soliciting bids for a one-year contract to supply erosion control blankets, with bids due November 28, 2008. Tie bids will be resolved in favor of in-state bidders or those offering commodities produced or manufactured in Maine.

The scope requires commercially produced biodegradable erosion control blankets of organic fibers sewn into biodegradable mesh on both surfaces, measuring 4 feet wide by 101.25 feet long, capable of withstanding 7.57 kg/m² shear stress, with 11 gauge 6-inch staples for a two-foot on-center triangulated staple pattern. The estimated aggregate quantity is 283,250 square yards over the contract period, though actual usage may vary. Delivery is required F.O.B. destination to five MDOT maintenance locations statewide (Presque Isle Garage, Bangor Maintenance Lot, Washington Maintenance Lot, Scarborough Maintenance Lot, and Dixfield Maintenance Lot) and to Maine municipalities upon request, with vendors required to provide 24 hours' advance notice prior to each delivery.

Bidders must submit separate unit prices for each item with all transportation and delivery charges prepaid and included. Prices must remain firm for the entire contract period. The State is exempt from Federal and Maine State Sales and Use Taxes; bidders should quote accordingly. The State Procurement Card must be accepted as payment with no surcharges permitted. Award will be made to the lowest responsible bidder based on best value considerations including quality, conformity with specifications, delivery dates, and ultimate cost to the State. The Division of Purchases reserves the right to reject any or all bids, waive formalities and technicalities, increase or decrease quantities by up to 10%, and cancel the contract with thirty days' written notice or immediately if the contractor fails to conform to contract terms. Vendors may optionally accept orders from Maine political subdivisions and school administrative districts at quoted prices. Material Safety Data Sheets are required for any hazardous chemicals per Maine Chemical Substance Identification Law.
