About this opportunity

The New Jersey Department of Transportation is soliciting technical proposals for Limited Scope Final Design services on Route 78 Westbound bridge rehabilitation over Route 287 in Bedminster Township, Somerset County, with proposals due September 1, 2026 and questions due August 25, 2026. Eligible firms must hold NJDOT prequalification in disciplines H-1 Level A, B-1 Level A, and T-1 Level A — a mandatory filter that limits the bidder pool to firms meeting these specific credentials.

The scope encompasses deck replacement and comprehensive rehabilitation of two adjacent structures (#1817-152 and #1817-154), including superstructure and substructure rehabilitation, steel repairs, fatigue retrofitting, and corrosion mitigation. Major deliverables include control survey and utility base plans, utility verification and risk analysis, base maps, final structures and bridge analysis documents, roadway and lighting design, traffic signal design, drainage design with temporary BMPs, environmental studies, permit applications, and final design submission packages. A temporary bridge will maintain full traffic flow during construction with two 11-foot lanes and 1.5-foot shoulders, accommodating complete I-78 detours with only brief off-peak closures for critical tie-in work. Pavement improvements include milling, paving, and cross-slope compliance. The existing structure-mounted sign will be replaced with a new cantilever sign northwest of the structure. Bridge parapets and guiderail will be upgraded to current standards.

The initial agreement is limited to Final Design only; Construction Engineering Services will be initiated later as Extra Work at the State's sole discretion. The project is federally funded under a Project Specific Agreement with Cost Plus Fixed Fee contracting. One firm will be selected; joint ventures are permitted if each participating firm meets prequalification and discipline requirements. Subconsultants require cost basis approval from NJDOT by the closing date. Firms must comply with Title VI of the Civil Rights Act, Federal Affirmative Action requirements, New Jersey Conflicts of Interest Law, post-employment restrictions, and the Diane B. Allen Equal Pay Act. No Certified Firm Utilization goal applies to this project. Anticipated selection is September 2026.
