About this opportunity
The New Jersey Department of Transportation is requesting technical proposals for construction inspection services on Route 28 from Route 287 to CR 525 (Thompson Avenue) in Mercer County, with proposals due October 5, 2026 at 10:00 AM via Bid Express. Eligible firms must be prequalified with NJDOT in the C-6 discipline at Level A service or become prequalified by the closing deadline. This is a one-step technical-qualifications procurement.
The scope requires a Project Manager, two Road Inspectors, and one Schedule Analyst to oversee construction compliance with NJDOT policies, procedures, plans, and specifications from the anticipated construction start of November 1, 2026 through project completion on August 20, 2028. The Project Manager must meet one of three mandatory qualifications specified in Section 1A of the Evaluation Criteria. One Road Inspector must hold NICET Level 3 certification or equivalent (rated position); the second must hold NICET Level 2 or equivalent (non-rated). The Schedule Analyst is non-rated. All personnel must be available to start November 1, 2026, cannot be committed to other NJDOT projects without release authorization, and are subject to release 45 days from the anticipated start date.
Evaluation of the rated Project Manager position emphasizes experience on similar road and bridge construction projects valued at $5 million or more. The rated Road Inspector position is evaluated on four years of road construction inspection experience on projects of similar complexity valued at $2 million or more. The contract structure is a Project Specific Agreement with Cost Plus Fixed Fee compensation funded through federal sources. Subconsultants require NJDOT cost-basis approval; joint ventures are permitted if all participating firms are C-6 Level A prequalified. Firms must comply with federal Affirmative Action requirements, Business Registration Certificate requirements, Diane B. Allen Equal Pay Act reporting, and ownership disclosure provisions prior to award. Questions are due September 28, 2026. Anticipated selection is October 2026.
