About this opportunity

The Maine Department of Transportation is requesting bids on one new diesel-powered plow/service truck (4x4, dual wheels, with utility bed) for Western Maine Transportation Services under IFB procurement, with bids due February 21, 2008, and no pre-bid meeting or site visit listed.

The vehicle must be a new 2007 or 2008 model year unit equipped with a 9-foot electric over hydraulic straight blade snowplow, gas-powered Emglo GT11HGB-30T two-stage compressor on a 30-gallon receiver, 120V 3000W generator, dual 12-volt batteries with 700 CCA minimum, and comprehensive heating, air conditioning, and safety features. All components must be new manufacturer's quality with no used or reconditioned parts, and materials must conform to American Society of Testing Materials and Society of Automotive Engineers standards. Bidders must submit a fully dimensioned floor plan, detailed engine and transmission specifications, braking and suspension documentation, seat specifications, and a service and maintenance schedule. The vehicle must meet all Federal Motor Vehicle Safety Standards and Maine emissions and noise regulations. Manufacturers must provide California-certified vehicles with the lowest available emissions ratings (ULEV or SULEV), free of mercury in headlamps and switches. Bidders must certify their status as fully authorized distributors and demonstrate capacity to provide warranty service, maintenance, and spare parts within the service area (Androscoggin, Franklin, and Oxford counties).

The state evaluates bids on life cycle costing and emissions ratings, with fuel economy calculated over 100,000 miles using U.S. Department of Energy standards. Bidders must indicate warranty terms in months and miles, specify roadside assistance inclusion, and disclose additional charges. The state reserves the right to order more or fewer vehicles and re-order as needed until the model year cutoff. In tie situations, in-state bidders or Maine manufacturers receive preference. Bidders must indicate whether they will accept extension of contract pricing to Maine political subdivisions and school districts. Contact: Terry L.
