About this file

This is a bid instruction document issued by the Maine Department of Transportation (MaineDOT), Office of Passenger & Multimodal Planning, for the procurement of vehicles. The bid requests one plow truck, though the State reserves the right to order more or fewer vehicles and to re-order as needed until the end of the model year cutoff date specified in the bid response. All vehicles must be new 2007 or 2008 model year units. Bidders are required to complete general vehicle specifications and technical specification sheets with all factory option numbers for non-standard equipment, provide unit pricing with appropriate extensions, and indicate all dealer-installed items. The State expects delivery of vehicles with minimum mileage. The sole point of contact for all questions and correspondence is Terry L. DeMarche, Procurement and Contracting Manager, reachable at 207-624-7334, via fax at 207-287-6578, or by email at terry.l.demerechant@maine.gov.

Bidders must indicate warranty terms in months and miles, specify whether roadside assistance is included in the fleet warranty, and disclose any additional charges for roadside assistance. All bids will be evaluated based on life cycle costing and emissions ratings, with fuel economy calculations based on the U.S. Department of Energy Fuel Economy Guide figures over 100,000 miles. Manufacturers must provide California-certified vehicles with the lowest available emissions ratings and specify ratings such as ULEV or SULEV on specification sheets. Vehicles must be free of mercury in components such as headlamps and switches, with best value considerations applied. Bidders may withdraw items from their bids prior to award without penalty by submitting a written request via fax. The State is committed to extending contract pricing to political subdivisions and school districts in Maine through successful bidders. Bidders must indicate whether they will accept orders from these entities unconditionally, with conditions, or not at all, and provide a firm price date.
