About this opportunity

The City of Detroit Office of Contracting and Procurement is requesting proposals for board-up and trash-out services on behalf of the Bridging Neighborhoods Department, with proposals due October 16, 2026 at 2:00 p.m. EST and questions due October 6, 2026 at 3:00 p.m. EST. Detroit equalization credits of up to 10 points are available for certified Detroit-headquartered, Detroit-based, or Detroit resident businesses, Detroit small or micro businesses, construction workforce development businesses, joint ventures, and mentor ventures — a preference, not a set-aside.

Services include property inspections and condition assessments, plywood and clear polycarbonate boarding for windows and doors, board removal, debris removal and disposal, janitorial and deep cleaning, roof tarping, tire and vehicle removal, dead animal removal, basement pump-outs, and general hourly maintenance. All work must be documented with before-and-after date-stamped photographs. Work orders must be responded to within 24 hours, completed within 5 business days of approval (3 days for expedited work, 24 hours for emergency requests), and invoiced within 30 days of completion. Respondents must demonstrate a minimum of three years of experience providing similar services and submit a complete staff roster with before-and-after photographs from previous projects.

The contract term is two years with potential renewal options subject to Detroit City Council approval. The pricing template itemizes twenty service categories requiring unit pricing for each; bidders may also propose an overall fixed fee for the complete service package and identify additional fees for work orders outside listed categories. No specific contract value is stated.

Technical proposals are evaluated on relevant experience (20 points), capacity and work plan (20 points), strength of proposal (20 points), past performance (20 points), and pricing (20 points). A 100% payment and performance bond is required. Contractors must register as City vendors and submit invoices through the Oracle Vendor Portal. Compliance with City data standards, including machine-readable data access and API capabilities for automated data warehousing, is mandatory. Proposals are submitted through the EUNA Bonfire Procurement Portal. A Certificate of Authority, notarized affidavits addressing conflict of interest, collusion prevention, and political contributions, three years of audited financial statements, and active SAM registration are required. Workers' compensation insurance at Michigan statutory minimums, employers' liability of $500,000 per occurrence, commercial general liability of $1,000,000 per occurrence with $2,000,000 aggregate, and automobile liability of $1,000,000 combined single limit are mandatory.
