About this opportunity
The California Department of Transportation (Caltrans) is soliciting Statements of Qualifications from qualified architecture and engineering firms for on-call roadway construction services in District 8, encompassing San Bernardino and Riverside counties with potential expansion into Districts 7, 9, 11, and 12 and neighboring states within a thirty-mile radius. The services sought include electrical construction inspection, landscape architectural construction inspection, construction claims support, construction scheduling support, and construction stormwater implementation support. Qualified firms must demonstrate a minimum of five years of responsible experience as a Consultant Contract Manager leading teams of A&E firms for similar roadway project development and construction services, plus a minimum of ten years of documented experience delivering A&E roadway construction services, with experience gained serially across multiple projects without overlapping time periods. The procurement follows a two-stage evaluation process consisting of an initial SOQ evaluation followed by interviews of short-listed consultants scheduled for June 24, 2026, in San Bernardino, California, with the top-ranked firm required to submit financial documents within four days of notification and participate in cost negotiations during the week of July 31, 2026, with final cost proposals due by August 12, 2026. Statements of Qualifications must be submitted electronically by June 9, 2026, at 10:00 a.m., and must include comprehensive documentation such as proof of professional licensing, audited indirect cost rates, workforce analysis charts, nondiscrimination plans, and security clearances where applicable. All deliverables must comply with Americans with Disabilities Act standards, and selected consultants shall establish business ethics codes and internal control systems within specified timeframes following contract award.
This procurement carries no Disadvantaged Business Enterprise participation goal requirement, nor does it mandate participation by Disabled Veteran Business Enterprises or small businesses, though consultants must comply with all applicable federal and state nondiscrimination and prevailing wage regulations as established by the California Department of Industrial Relations. Consultants are prohibited from providing concurrent design and construction services on the same projects due to conflict-of-interest provisions and must maintain a stable team composition throughout contract performance. The contract is federally funded through Caltrans and includes a ten percent fee for profit with year-one escalation of 1.71 percent from June 9, 2026, through June 30, 2027, and subsequent years at 3.42 percent escalation through June 30, 2030. The estimated contract value ranges from $3,200,000 to $5,200,000 with a three-year initial term, and Caltrans reserves the right to negotiate firm-fixed-price or lump-sum task orders. Additionally, all consultants and subconsultants must disclose in their transmittal letters whether they intend to use Generative Artificial Intelligence as a deliverable or to complete any portion of deliverables that materially impact system functionality, state risk, or contract performance, with failure to disclose resulting in potential disqualification.
