About this opportunity

California Department of Transportation (Caltrans) District 8 is requesting bids on hot mix asphalt paving, imported borrow material, and signal and lighting system installation on State Route 62 in Desert Hot Springs, Riverside County, under Contract No. 08-1N8804, with bids due December 2, 2026 at 2:00 p.m. via Bid Express. The contractor must hold either a Class A license or a combination of Class C licenses (C-10, C-12) constituting a majority of the work.

The work extends from 0.3 mile south to 0.4 mile north of Pierson Boulevard (Post Mile R3.0/R3.7) and includes 73 bid items spanning lead compliance planning, traffic control systems, asphalt placement, drainage infrastructure, concrete work, pavement markings, and electrical systems. Completion is required within 90 working days from notice of contract approval. Prevailing wages must comply with the higher of California Department of Industrial Relations rates or federal minimum wage determinations.

The estimated project cost is $3.53 million on a unit-price basis. Bidder's security must equal at least 10 percent of the bid amount. The project is federal-aid funded and subject to Buy America requirements for iron, steel, manufactured products, and construction materials; a De Minimis Costs waiver applies when non-compliant materials do not exceed the lesser of $1 million or 5 percent of total applicable project costs. Environmental product declarations are required for hot mix asphalt and concrete materials supplied by plants providing specified minimum quantities.

The contract includes extensive environmental stewardship requirements — protection measures for desert tortoise, burrowing owls, Le Conte's thrasher, and other regulated species within Species Protection Areas; contractor-supplied biological monitoring; stormwater pollution prevention planning; and treated wood waste management. Traffic control violations incur liquidated damages of $1,000 per 10-minute interval for closure violations.
