About this opportunity
The Kentucky Department of Veterans Affairs is requesting proposals for mobile diagnostic services at the Carl M. Brashear Radcliff Veterans Center in Harrison County, with proposals due June 15, 2026 at 3:00 p.m. Eastern Time.
The scope encompasses routine x-ray, ultrasound, doppler, EKG, ECHO, midline placement, and PICC line placement delivered on-site. All services must be performed by certified or appropriately trained personnel within four hours of request (two hours preferred) or within one hour for STAT orders. Results must be reviewed by a board-certified radiologist with written reports faxed to the facility within four hours for routine orders or one hour for STAT orders. The contractor must maintain Commercial General Liability Insurance with minimum limits of $1 million per occurrence and $2 million aggregate, and Professional Liability Insurance of at least $1 million per claim. The contractor must be registered to conduct business with the Kentucky Secretary of State, hold current state licensure for services provided, and provide current board certification documentation for the radiologist.
The anticipated contract term runs from July 1, 2026 through June 30, 2028, with the Commonwealth reserving the right to renew for up to two additional two-year periods subject to approval by the Secretary of the Finance and Administration Cabinet and the Legislative Research Commission Government Contract Review Committee. Pricing must be submitted as a separate sealed cost proposal with flat fees required for each service type. The contractor must bill insurance carriers and Medicare according to federal regulations and charge the facility a 25% discount off the current Medicare Fee Schedule rate for uninsured residents.
Evaluation will be scored on technical merit (700 points), cost (400 points), and optional oral presentations (200 points), for a maximum of 1,300 points. No offerors' conference is scheduled. This is a reissuance following two previous unsuccessful solicitations closed April 14 and May 19, 2026.
