About this opportunity

The Orange County Sheriff-Coroner Department is requesting sealed bids from pre-qualified vendors for Job Order Contracting for mechanical services, with bids due August 19, 2026 at 10:00 a.m. PDT. Only vendors appearing on the attached pre-qualified vendor list are eligible to submit — the pre-qualified list names Athena Engineering, Inc. and Pan-Pacific Mechanical LLC.

Bidders must hold current California State Contractor's License Board certifications in Class C-4 (Boiler, Hot Water Heating and Steam Fitting), Class C-20 (Warm-Air Heating, Ventilation and Air Conditioning), and Class C-36 (Plumbing). The contract scope covers mechanical services across OCSD locations using a Construction Task Catalog (CSI Divisions 01–43) with unit-price adjustments. Work is categorized into three rate bands: Normal Working Hours (7:00 a.m. to 5:00 p.m.), Other Than Normal Working Hours (5:01 p.m. to 6:59 a.m.), and Secured Facilities. Bidders must submit separate adjustment factors for each band; the composite bid is calculated by weighting Normal Working Hours at 0.40, Other Than Normal Working Hours at 0.30, and Secured Facilities at 0.30, with the lowest composite bid selected.

The contract has a not-to-exceed value of $3 million and runs for one year or until the total contract amount is reached, whichever occurs first, with an anticipated effective date of October 28, 2026. All work is subject to prevailing wage requirements under California Labor Code Section 1773. Personnel entering OCSD jail facilities must complete security clearance applications and background checks at least ten working days prior to work commencement.

A mandatory virtual pre-bid meeting is scheduled August 10, 2026 at 10:00 a.m. via Microsoft Teams, with attendance confirmation due by August 6. Questions are due August 17 at 4:00 p.m. through the County's online bidding system at https://opengov.com/products/procurement/suppliers/. A bid bond of 10% of the maximum contract value ($300,000) is required. Upon award, the successful contractor must furnish a Faithful Performance Bond and Labor and Material Payment Bond each equal to 100% of the task order contract value. Bids remain valid for 120 days after closing.
