About this opportunity

The Orange County Sheriff-Coroner Department is requesting competitive sealed bids from pre-qualified firms for Job Order Contracting (JOC) general building services under IFB 060-2627-001, with bids due August 19, 2026 at 10:00 AM. Only thirteen vendors listed on the attached pre-qualified vendor list are eligible to submit bids, and all bidders must hold a current California Class B General Building Contractor's license.

The scope encompasses general building services across CSI Divisions 01–43, including concrete, masonry, metals, wood, thermal and moisture protection, openings, finishes, specialties, equipment, furnishings, and special construction systems. The contract is usage-based; the County will issue individual task orders as needed. Pricing is structured using three adjustment factors applied to the Gordian Construction Task Catalog base price of 1.0000: Normal Working Hours (7:00 AM to 5:00 PM, Monday–Friday), Other Than Normal Working Hours (5:01 PM to 6:59 AM weekdays and all weekend and holiday hours), and Secured Facilities work. All adjustment factors must include overhead, profit, bond premiums, insurance, mobilization, quote development, shop drawings, overtime, holiday pay, and contingencies. Award uses weighted evaluation: 0.40 for Normal Working Hours factor, 0.30 for Other Than Normal Working Hours factor, and 0.30 for Secured Facilities factor, with the lowest composite bid selected.

The not-to-exceed contract value is $3 million. The contract is effective for one year or until the contract amount is reached, whichever occurs first, and becomes effective October 28, 2026, or upon signature execution, whichever is later. Work is performed throughout Orange County and is subject to California prevailing wage requirements under Labor Code Section 1773. All contractor and subcontractor personnel entering Sheriff's facilities must pass security clearance screening and background checks.

A mandatory virtual pre-bid meeting is scheduled August 10, 2026 at 10:00 AM via Microsoft Teams, with attendance confirmation required by August 6. Questions are due by 4:00 PM on August 17, 2026 through the County's online bidding system. Bid guarantees must equal at least 10% of the contract amount ($300,000 minimum). Upon award, the successful contractor must furnish Performance and Payment Bonds equal to 100% of task order contract value. Bids remain valid for 120 days after closing.
