About this opportunity

The California Department of Transportation (Caltrans) is requesting bids for pavement repair, drainage improvements, Midwest Guardrail System installation, modified lighting systems, and Traffic Management System modifications on a 0.7-mile section of State Highway 680 in Alameda County near Fremont, with bids due August 4, 2026 at 2:00 p.m. This is a federal-aid project subject to prevailing wage requirements established by the California Department of Industrial Relations and the United States Secretary of Labor, with contractors obligated to pay the higher of federal or state wage rates. Buy America requirements apply to manufactured products, iron, steel, and construction materials.

The scope encompasses 91 line items on a unit-price basis between 0.3 miles north of Scott Creek Road Undercrossing and 1.0 miles south of East Warren Avenue Undercrossing. Contractors must hold either a Class A license or a combination of Class C licenses (C-12, C-8, C-32). Work must be completed within 110 working days. The project includes mandatory federal training for seven trainees or apprentices and mandatory project partnering.

The estimated project cost is $3.63 million. Bidders must post 10 percent security. Environmental protections include habitat protections for migratory birds, dusky-footed woodrats, roosting bats, California tiger salamanders, and California red-legged frogs; construction personnel must complete Department-provided biologist training before starting work. Lane closure restrictions apply on designated holidays and special days, with liquidated damages assessed for mainline closures exceeding scheduled pickup times at rates up to $4,500 per 10-minute interval. Subcontractors must be paid within seven days of receipt of progress payments. Bids will be received electronically through Bid Express.
