About this file

This is a Notice to Bidders and Special Provisions document issued by the California Department of Transportation (Caltrans) for a construction project on State Highway 680 in Alameda County, Fremont. The project encompasses pavement repair, drainage improvements, Midwest Guardrail System (MGS) installation, modified lighting systems, and Traffic Management System (TMS) modifications on a 0.7-mile section of Route 680 between 0.3 miles north of Scott Creek Road Undercrossing and 1.0 miles south of East Warren Avenue Undercrossing. Bids will be received electronically through Bid Express until 2:00 p.m. on August 4, 2026, with 91 line items estimated at $3,630,000 total project cost. The contractor must possess either a Class A license or a combination of Class C licenses (C-12, C-8, C-32) and must complete the work within 110 working days. The project includes a federal training program requirement for seven trainees or apprentices. The bid is structured on a unit price basis with a 10 percent bidder's security requirement.

Prevailing wages are required on this federal-aid project (HSIM-6801(996)) with wage rates established by the California Department of Industrial Relations and the United States Secretary of Labor, with contractors obligated to pay the higher rate when federal and state determinations differ. The contract incorporates extensive special provisions including Buy America requirements for manufactured products, iron, steel, and construction materials; environmental product declarations for hot mix asphalt and concrete materials; prompt payment requirements with subcontractors to be paid within seven days of receipt of progress payments; and mandatory project partnering. Supplemental project information including existing Traffic Management System elements and warranty bond forms are available through the Department. Multiple coincident or adjacent contracts are identified that require coordination of lane closures and traffic handling. The project includes specific lane closure restrictions for designated holidays and special days, with liquidated damages assessed for mainline closures exceeding scheduled pickup times at rates up to $4,500 per 10-minute interval. Environmental protections include habitat protection for migratory birds, dusky-footed woodrats, roosting bats, California tiger salamanders, and California red-legged frogs, with construction personnel required to complete Department-provided biologist training before starting work.
