About this opportunity
The Cooperative Purchasing Agency (CPA) of Georgia has issued Request for Proposal #025-01 seeking comprehensive LED lighting, solar energy, and energy efficiency solutions for public and private entities across Georgia and Tennessee. The procurement targets turnkey solutions aimed at reducing energy consumption, with a goal of achieving a 20% reduction in operational energy costs. Eligible agencies include schools, colleges, cities, counties, municipalities, non-profits, and public libraries. Vendors must provide detailed proposals covering materials, installation, maintenance, and cleanup services, with pricing submitted as a percentage discount from manufacturer's suggested retail price (MSRP) or standard list pricing. The RFP requires vendors to demonstrate significant experience, particularly for solar projects where firms must show at least 30 successful K-12 solar/microgrid projects completed in 2024. Key submission deadlines include a question cut-off on March 3, 2025, and proposal submissions due by March 14, 2025 at 4:00 PM EDT, with award notifications anticipated on March 21, 2025. The contract term is three years with potential for two additional 12-month renewals.
While the RFP does not explicitly outline specific set-aside designations for disadvantaged businesses, it does include administrative requirements such as a mandatory 2% administrative rebate to CPA on all contract-generated sales, to be reported quarterly. Vendor qualifications extend beyond pricing, with emphasis on technical capabilities, particularly for solar solutions where firms must provide upfront development and engineering at their own expense and offer 30-year financing options. Performance guarantees are required, indicating a rigorous evaluation process focused on proven track records and demonstrated capabilities. Though specific budget ranges are not detailed, the broad scope suggests significant potential contract value across multiple jurisdictions and institutional types. Shipping and labor can be priced separately at cost with no markup, providing flexibility for vendors while maintaining competitive pricing structures. The comprehensive nature of the RFP indicates a substantial opportunity for energy solutions providers with robust technical expertise and financial stability.
