About this opportunity
The Pennsylvania State Police, Bureau of Emergency & Special Operations, is seeking veterinary services for approximately 8 canine units located in the Pittsburgh area through an Invitation to Bid (IFB) numbered 6100053231. The procurement is specifically for scheduled and unscheduled veterinary services, with a comprehensive scope including vaccinations, examinations, emergency care, and related medical treatments. Vendors must be located within a 115-mile radius of the Pittsburgh State Police station and be capable of providing 24-hour emergency veterinary support. The contract term is three years, with potential for two additional one-year renewals, and bidders are required to submit unit costs for each specific service. Evaluation criteria will focus on the total low cost of estimated services across the three-year period, with the contract awarded to the lowest responsive bidder. The electronic bid submission is due by May 25, 2021, with the purchase order effective either upon final contract approval or July 1, 2021, whichever occurs later.
No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly noted in the procurement documents. The solicitation appears open to qualified veterinary practices capable of meeting the technical requirements. While no incumbent vendor was identified, the contract allows for potential rate increases of up to 3% during optional renewal years. The total contract value is not definitively stated, but the procurement is structured as a unit-price contract where the Pennsylvania State Police will only pay for actual services rendered. The estimated service volume involves approximately 8 dogs over three years, with potential for additional service units at the original bid rates if initial usage exceeds original estimates. Bidders must provide pricing for services such as monthly heartworm medication, flea and tick treatment, microchipping, and miscellaneous veterinary procedures, with the total contract value to be determined by actual service utilization.
