About this opportunity
The California Department of Transportation (Caltrans) is requesting bids for micro-surfacing placement and asphalt concrete replacement on State Route 3 near Hayfork in Trinity County under Contract 02-2K2304, with bids due electronically by 2:00 p.m. on September 1, 2026. The project carries a DVBE participation goal of 3 percent and an SBE participation goal of 5 percent; Caltrans provides preference to certified small businesses and non-small businesses committing to 25 percent certified SBE participation under Government Code sections 14835 et seq. Preference is also given to California companies over nonresident contractors from states with reciprocal preferences.
The scope spans micro-surfacing (2,450 tons), asphalt concrete replacement (490 cubic yards), thermoplastic pavement markings and stripes, and ancillary items including lead compliance plans, traffic control systems, temporary pavement markings, portable radar speed feedback signs, job site management, and water pollution control. Work extends from the junction with Route 36 to 1.2 miles south of Morgan Hill Road (Post Mile L0.0/5.0) and must be completed within 20 working days. The project is located in a freeze-thaw area with specialized traffic-control requirements on a two-lane conventional highway, including closure restrictions for designated holidays and special events and provisions for emergency evacuation plans.
The estimated project cost is $1.59 million. Contractors must hold either a Class A license or specified Class C licenses. Bids must be submitted on a unit-price basis with bidder's security equal to at least 10 percent of the bid amount. Prevailing wages are required, with rates determined by the California Department of Industrial Relations. SBE commitment forms, quotes, confirmation forms, and commercially useful function documentation are due by the fourth business day after bid opening.
