About this opportunity

California Department of Transportation (Caltrans) is requesting bids for trenchless culvert installation using cured-in-place pipeliner technology on State Highway 5 in Shasta County under Contract 02-1J3904, with bids due October 28, 2026. A 5 percent Small Business Enterprise (SBE) participation goal applies; bidders may pursue optional small-business preferences requiring 25 percent SBE participation or non-small-business subcontractor preferences.

The scope encompasses cleaning, inspection, and preparation of existing culverts for rehabilitation via trenchless methods on State Highway 5 between 0.5 miles south of Salt Creek Bridge and 0.3 miles north of Bridge Bay Overcrossing. Bid items include removal of existing drainage infrastructure, installation of reinforced concrete and corrugated steel pipe in various diameters, cured-in-place pipeliner installations ranging from 18 inches to 49 inches by 33 inches, rock slope protection, temporary traffic control, and water pollution control measures. Work must comply with California Environmental Quality Act requirements and applicable state and federal permitting conditions, including water-quality certifications, streambed-alteration agreements, and encroachment permits. Contractors must maintain a designated on-site Cal/OSHA-certified safety representative and submit local material plans for non-commercial borrow sources with lead and pH analysis. Railroad coordination with Union Pacific Railroad is required, approximately 5 days, through pre-approved flagging companies (RailPros and National Railroad Safety Services). Certified payroll records must be submitted electronically via LCPtracker Pro.

Bidders must hold either a Class A or Class C-42 contractor license. The estimated project cost is $5.4 million. Work must be completed within 85 to 120 working days on a cost-plus-time basis. Prevailing wages as determined by the California Department of Industrial Relations apply. Bidders must post 10 percent bidder's security.
