About this opportunity

The U.S. Embassy Jakarta is soliciting cooperative agreement applications to implement a workshop that will equip up to 80 Young Southeast Asian Leaders Initiative (YSEALI) alumni with knowledge and skills to advance U.S. AI and tech policy frameworks across Southeast Asia, with applications due July 5, 2026.

Eligible applicants are U.S. public or private non-profit organizations with a minimum of four years of international exchange program experience, holding 501(c)(3) status at the time of application. The workshop will occur in any major Southeast Asian city in February 2027 and will focus on two outcomes: equipping participants to advocate with their governments for AI policies aligned with U.S. technical regulatory perspectives, and demonstrating within their networks how the U.S. tech stack maximizes freedom and prosperity. Competitive proposals must demonstrate cost-effectiveness by maximizing programmatic value, impact, and participant outcomes relative to the proposed budget.

The funding instrument is a cooperative agreement under the Academic Exchange Programs - Undergraduate Programs (CFDA 19.009), administered by the Department of State's Bureau of Educational and Cultural Affairs. Recent comparable awards under this program include a $12 million cooperative agreement to the University of Montana for the YSEALI Academic Fellowship Program. No specific award ceiling, floor, or number of awards is identified in the posted opportunity. Cost share requirements are not specified. The source does not disclose the period of performance beyond the workshop date of February 2027.

Synopsis

As the United States celebrates its 250th anniversary, the U.S. Mission to ASEAN (USASEAN) announces an open competition to implement the "Y-AI: Leveraging the U.S. Tech Stack for a Free and Open Indo-Pacific" workshop in Southeast Asia in February 2027. The workshop will equip up to 80 exchange alumni leaders from the Bureau of East Asian and Pacific Affairs' Young Southeast Asian Leaders Initiative (YSEALI) program with the knowledge, skills, and tools to implement and promote the U.S. AI and tech stack in their public and private policy work. Participants will build capacity to 1) advocate with their governments for common sense AI policies and regulations that align with U.S. technical regulatory perspectives and 2) demonstrate within their social and business networks how the U.S. tech stack, more than any other option, maximizes their freedom and prosperity. The workshop may be conducted in any major Southeast Asian city. Competitive proposals should demonstrate cost-effectiveness by maximizing programmatic value, impact, and participant outcomes relative to the proposed budget.
