About this opportunity
The Department of Labor Employment and Training Administration is soliciting applications for Workforce Innovation and Opportunity Act (WIOA) Youth Activities funding to support comprehensive workforce development services for low-income youth aged 14-24 facing employment barriers. States and outlying areas must submit electronically signed SF-424 applications through Grants.gov within 30 days of the Training and Employment Guidance Letter (TEGL) issuance (by May 29, 2026), with inquiries directed to the Grants Management Specialist at WIOA-WP-WIG-ETAGrants@dol.gov. Key requirements include allocating funds according to statutory formulas, maintaining a 90-percent minimum allotment floor to local workforce areas while reserving up to 15 percent for statewide activities, dedicating at least 75 percent of funds to serve out-of-school youth, and complying with federal salary caps at the Executive Level II rate. Allocation is formula-based using unemployment data, excess unemployment, and disadvantaged population counts, with funds subject to recapture and reallotment if states fail to obligate 80 percent of prior-year funds. States must submit quarterly ETA-9130 financial reports and maintain compliance with USAspending.gov portal requirements.
Approximately $946,979,800 is available for states after set-asides, with individual state allocations ranging from approximately $2.3 million to $258 million based on the statutory formula. Funds become available for obligation beginning April 1, 2026, and may be expended during Program Year 2026 plus two succeeding program years. Services will be delivered at the local level through sub-awards to local workforce development boards, community organizations, educational institutions, and nonprofit entities across all 50 states, the District of Columbia, Puerto Rico, and outlying U.S. territories including American Samoa, Guam, Northern Mariana Islands, Palau, and the Virgin Islands.
