About this opportunity

The U.S. Army Corps of Engineers Portland District (USACE) seeks qualified organizations to provide Natural Resource Management education and training in botanically sophisticated ecological restoration at the Willamette Valley Project. The cooperative agreement will support environmental stewardship activities including native landscape restoration, wildlife habitat improvement, riparian and wetlands enhancement, native grassland management, plant propagation, and fisheries habitat work, while delivering hands-on education to young professionals, veterans, displaced workers, college students, and local K-12 students. Eligible applicants must be non-Federal public entities or nonprofit organizations with documented commitment to youth, student, or veteran education in conservation-oriented environments and demonstrated past performance in resource management, conservation, and recreation management. Merit review will evaluate applications equally on three factors: program goals and objectives, management capability and plan, and past performance in relevant resource management areas. The application deadline is May 20, 2026, with submission required through Grants.gov or email to Melanie.A.Barrett@usace.army.mil.

The base award is $50,000 for a one-year period (award date through April 30, 2027), with four optional 12-month renewal periods also valued at $50,000 each, for a total potential award of $250,000 with no cost-sharing requirement. Recipients must provide approximately 22 crew days of work annually with one work crew comprising three to ten participants plus one supervisor, along with workers' compensation insurance, transportation, and safety training. Program activities will concentrate at southern Willamette Valley lakes including Fern Ridge, Fall Creek, Dexter, Lookout Point, Hills Creek, Cottage Grove, and Dorena, with limited work expected at northern sites such as Cougar, Foster-Greenpeter, and Detroit-Big Cliff.
