About this opportunity
The National Institutes of Health is forecasting a Notice of Funding Opportunity for Urgent Competitive Revisions to existing NIH grants and cooperative agreements, permitting applications to address unforeseen public health crises not contemplated in the original award. This is a revision mechanism only: applications must respond to an Urgent Guide Notice issued by a specific NIH Institute or Center and will be routed directly to the awarding component on the parent award's Notice of Award.
Eligible applicants include Higher Education Institutions (public and private), 501(c)(3) nonprofits, for-profit organizations, state and local governments, tribal organizations (federally and non-federally recognized), small businesses, public housing authorities, faith-based and community-based organizations, regional organizations, eligible federal agencies, U.S. territories and possessions, and non-domestic entities where permitted by specific IC guidance.
No cost share is mandated. Awards are made under CFDA 93.310 (Trans-NIH Research Support), which funds biomedical and behavioral research across NIH's mission scope. The program typically issues 255–410 awards annually; assistance instruments include Project Grants (72 percent of volume), Cooperative Agreements (25 percent), and Block Grants (4 percent).
All applications undergo scientific merit review by a scientific review group and program relevance review by the relevant national advisory council or board. Funding decisions reflect scientific merit under 42 CFR 52h, encompassing significance, approach, innovation, investigator competency, resource adequacy, budget justification, and (where applicable) human, animal, or environmental protection measures. Review cycle length is four to nine months.
Standard NIH audit and record retention rules apply: recipients must retain financial, programmatic, statistical, and pertinent records for three years from the date the annual Federal Cash Transaction Report is submitted. Awards typically support at least one year initially, with up to four additional years contingent on scientific review group recommendation, advisory council approval, successful annual performance, and fund availability.
Forecast synopsis
The National Institutes of Health (NIH) intends to issue a Notice of Funding opportunity to allow applications for competitive revisions of ongoing grants to address specific public health crises that were unforeseen when the original application was submitted. Once this Notice of Funding Opportunity (NOFO) is approved and issued, applications for Urgent Competitive Revisions will be routed directly to the NIH awarding component listed on the Notice of Award of the most recent parent award.
Only applications submitted in response to an Urgent Guide Notice published by an IC will be allowed to apply to the NOFO once it's published.
