About this opportunity
The United States Department of Agriculture Foreign Agricultural Service (USDA FAS) is seeking cooperative agreement applications for the McGovern-Dole International Food for Education and Child Nutrition Program. The program aims to use U.S. commodities to support preschool and primary school food programs in foreign countries, with specific objectives of improving food security, reducing hunger, and enhancing primary education, particularly for girls. Priority countries for this funding cycle include Benin, Burkina Faso, Cote d'Ivoire, Honduras, Mozambique, Pakistan, Senegal, and Sierra Leone. Applicants must propose projects addressing two strategic objectives: improved literacy of school-aged children and increased adoption of health and nutrition practices. The application deadline is firm at 5:00:00 P.M. ET on June 23, 2025, with evaluation criteria focusing on project design, organizational capacity, local partnerships, and alignment with program goals.
The funding opportunity anticipates awarding between $10-29 million per cooperative agreement, with a total potential funding pool of up to $240 million for the fiscal year. Projects are expected to span approximately 3-5 years, with anticipated start dates of October 1, 2025. Applicants must allocate approximately 10% of the total award for local commodity procurement and a minimum of 3% for monitoring and evaluation activities. The program requires extensive use of U.S. agricultural commodities and will prioritize proposals for the specified priority countries, with potential consideration for non-priority country applications. Project locations will be in the identified countries, focusing on school feeding programs, literacy initiatives, and maternal and child nutrition interventions.
