About this opportunity

The U.S. Department of State's U.S. Embassy Baghdad is soliciting applications for public diplomacy grants to support cultural, educational, and people-to-people programming between the United States and Iraq, with applications due August 15, 2026, at 17:00 Arabia Standard Time. The program awards 5–15 grants ranging from $25,000 to $500,000 each, totaling $5 million in FY26 Smith-Mundt Public Diplomacy Funds. No cost share is required.

Eligible applicants include registered not-for-profit organizations (including think tanks and NGOs), public and private educational institutions, individuals, and public international organizations operating in Iraq or the United States. For-profit entities are ineligible. All organizations except individuals must obtain a Unique Entity Identifier and register in SAM.gov.

Projects run 3 to 24 months beginning September 2026. All proposals must include mandatory U.S. cultural elements or connections to American experts and institutions; virtual participation (online lectures or webinars) satisfies this requirement. Supported activities include academic and professional lectures, artistic and cultural workshops, professional exchanges, media and digital freedom support, cultural heritage preservation, English language acquisition, sports programming, and Freedom250 programming highlighting American values.

The program pursues two primary goals: decreasing malign influence in Iraq by promoting American values (with priority in Southern and Western provinces), and supporting U.S. business wins by leveraging U.S. expertise in energy, technology, higher education, healthcare, and business management.

Evaluation emphasizes program quality and feasibility (30 points), organizational capacity and grant history (25 points), project planning and objective achievement (20 points), budget (10 points), monitoring and evaluation (10 points), and sustainability (5 points). Applications roll on a basis with preliminary review in June 2026 and final review in August 2026; applicants receive notification within approximately 120 days of the deadline.

The program is administered under CFDA 19.021 (Investing in People in The Middle East and North Africa). Submit electronically through MyGrants or email to Baghdadpdgrants@state.gov.
