About this opportunity
The Department of State Bureau of African Affairs is soliciting applications for the U.S.-Africa Strategic Investment Program, a cooperative agreement opportunity with a Statement of Interest submission deadline of May 31, 2027 (Window 4 closing date). The program distributes approximately $500 million across approximately 10 awards ranging from $5 million to $50 million per award over a 12- to 36-month period. Cost sharing is not required.
Eligible applicants include U.S. and U.S.-aligned for-profit companies, not-for-profit organizations (including non-501(c)(3) entities), and public international organizations. The program advances market-based, private sector-led solutions across two strategic focus areas: Critical Minerals Investment and Commercial Diplomacy Acceleration. Projects must demonstrate clear, measurable benefits to one or more sub-Saharan countries—such as increased investment from high-quality U.S. and U.S.-aligned companies—and applicants are encouraged to identify how their projects create conditions enabling U.S. commercial participation.
The application process is two-phase. Phase 1 requires a Statement of Interest (2-page maximum) including a one-page critical details table, two-page narrative describing the project and organizational capacity, and one-page summary budget. Quarterly SOI submission windows run throughout the year; Window 4 closes May 31, 2027. Selected applicants advance to Phase 2 full proposal submission or participate in consultative program design. Awards are issued as grants or cooperative agreements with substantial Department involvement. FY 2026 National Security Investment Program funds must be obligated by September 30, 2027, with anticipated program start no later than October 1, 2027. Recipients must maintain active SAM.gov registration with a UEI and comply with post-award reporting, anti-discrimination, and trafficking-in-persons policies. The program is funded under CFDA 19.989 (State/African Regional—Other Economic Support Funds).
