About this opportunity
The Department of State Bureau of African Affairs seeks applicants for the U.S.-Africa Strategic Investment Program, a cooperative agreement and grant opportunity with a Statement of Interest due May 27, 2027, offering approximately $500 million in total funding across 10 awards ranging from $5 million to $50 million. Eligible applicants include U.S. and U.S.-aligned for-profit companies, not-for-profit organizations (501(c)(3) and non-501(c)(3)), and public international organizations; small businesses and other entity types are also welcome.
The program targets market-based solutions across two strategic focus areas: Critical Minerals Investment and Commercial Diplomacy Acceleration. Projects must demonstrate clear, measurable benefits to one or more sub-Saharan countries—such as increased investment from high-quality U.S. and U.S.-aligned companies—and identify pathways for U.S. business participation and supply chain security contributions. Critical Minerals Investment prioritizes geological mapping, local value-addition, regulatory framework improvements, workforce development, and de-risking investment. Commercial Diplomacy Acceleration addresses regulatory frameworks, workforce development, infrastructure, and market access barriers in telecommunications, energy, emerging technologies, and artificial intelligence.
Projects span 12 to 36 months with an anticipated program start no later than October 1, 2027. All federal funds must obligate by September 30, 2027 under FY 2026 National Security Investment Program (NSIP) authority. Applicants may submit up to two Statements of Interest per organization per deadline; rolling submission windows open quarterly. The two-stage SOI process advances selected applicants to consultative program design or directly to Phase 2 full proposal submission. Review weights: program quality and feasibility (40%), organizational capacity (25%), leverage and partnerships (20%), and program planning (15%).
CFDA 19.989 (State/African Regional - Other Economic Support Funds).
