About this opportunity
The Substance Abuse and Mental Health Services Administration (SAMHSA) is soliciting applications for the Tribal Opioid Response (TOR) program to address the opioid overdose crisis in Tribal communities, with applications due July 16, 2026. Eligible applicants are federally recognized American Indian or Alaska Native tribes, tribal organizations, and other entities as specified; tribes and tribal organizations may apply individually, as a consortium, or in partnership with an urban Indian organization.
The program supports increasing access to FDA-approved medications for opioid use disorder (MOUD) and the continuum of prevention, treatment, and recovery support services for opioid use disorder and co-occurring substance use disorders. The program also supports prevention, treatment, and recovery support services for stimulant misuse and use disorders, including those involving cocaine and methamphetamine.
Allowable uses include improving prescription drug monitoring programs, implementing and evaluating prevention activities, providing training for health care practitioners on prescribing best practices and overdose prevention, supporting access to health care services including those provided by federally certified opioid treatment programs, and other public health-related activities addressing the opioid crisis. Funds must be retained exclusively for grant program purposes and cannot be used for any other purpose; grantees must maintain complete records on fund disposition for three years.
The program operates under CFDA 93.788 (Opioid STR). Awards are made directly by SAMHSA after merit review, program analysis, and National Advisory Council concurrence. Typical TOR awards range from approximately $631,000 to $3.7 million over five-year periods.
Synopsis
The purpose of the TOR program is to assist in addressing the overdose crisis in Tribal communities by increasing access to FDA-approved medications for the treatment of opioid use disorder (MOUD), and supporting the continuum of prevention, treatment, and recovery support services for opioid use disorder (OUD) and co-occurring substance use disorders, and stimulant misuse and use disorders, including those involving cocaine and methamphetamine.
