About this opportunity
The Department of State Public Diplomacy Section at the U.S. Embassy Berlin is soliciting cooperative agreement applications to strengthen U.S.-German relations through the Transatlantic Partnership Program, with applications due July 29, 2026. Awards range from $5,000 to $150,000, with 2-6 awards anticipated depending on funding availability.
Eligible applicants include registered nonprofits, educational institutions (public and private), governmental entities, and individuals; for-profit entities are excluded. All organizations except individuals must obtain a Unique Entity Identifier and register with SAM.gov before award. Cost-sharing is not required but strongly encouraged to increase proposal competitiveness.
The program prioritizes two goals: Freedom 250 initiatives showcasing American excellence in space, science, sports, and innovation (including STEM and sports diplomacy tied to the 2026 FIFA World Cup and 2028 Los Angeles Olympics), and educational exchanges, youth outreach, and alumni engagement focused on civic literacy and democratic principles. All projects must include strong U.S. components, clearly defined German target audiences, and measurable objectives to increase awareness, shape attitudes, strengthen skills, or build sustainable networks supporting U.S.-German cooperation. Priority areas also encompass countering anti-Semitism and supporting freedom of speech, and measuring long-term impact of exchange programs.
Programs must start between July 30 and September 30, 2026, with periods of performance not exceeding 24 months. Place of performance is Germany. Proposals are evaluated on quality and feasibility (30 points), organizational capacity (25 points), project planning (20 points), budget (10 points), monitoring and evaluation (10 points), and sustainability (5 points). Organizations without a Negotiated Indirect Cost Rate Agreement may charge up to 15 percent de minimis indirect costs on modified total direct costs. The program is funded under CFDA 19.040 (Public Diplomacy Programs) from FY 2026 Smith-Mundt Public Diplomacy Funds.
Synopsis
The Public Diplomacy Section at the U.S. Mission to Germany invites proposals under its Partnership Program to strengthen the transatlantic relationship. As the United States marks its 250th anniversary (Freedom 250), the program supports forward-looking initiatives that highlight the enduring U.S.-German partnership and democratic principles. The program seeks innovative projects that deepen mutual understanding, foster collaboration, and engage German audiences in meaningful dialogue with the United States. Proposals are encouraged in key areas of cooperation, including sports, science, and space; countering anti-Semitism and supporting freedom of speech; and measuring the long-term impact of exchange programs. Science and technology initiatives may showcase joint innovation, research, and exploration. Sports diplomacy projects can leverage major events to promote leadership, teamwork, and shared goals. Projects addressing anti-Semitism and freedom of expression should combat hate, protect free speech, and strengthen open dialogue and institutional resilience. Proposals evaluating exchange programs and sister city partnerships are encouraged to demonstrate lasting impact. All projects must include strong U.S. components, clearly defined German target audiences, and a strategic implementation plan. Competitive proposals will outline measurable objectives to increase awareness, shape attitudes, strengthen skills, or build sustainable networks supporting U.S.-German cooperation.
